The first phase of the development focused on creating an underground parking garage to maximize above-ground space for other uses, complementing Frisco’s rapid growth and the arrival of the Dallas Cowboys’ new headquarters. However, not long after the start of this grand project, Wade Park faced unexpected hurdles that brought progress to a halt. The excavation for the underground garage was left unattended, leading to the project’s stagnation and turning the site into an infamous symbol of unfinished ambitions. This delay was further exacerbated by a prolonged bankruptcy drama and defraudment allegations that stretched unresolved until 2023, when a federal judge finally dismissed the case. In November 2021, Frisco officials convened to discuss a revived vision for the stalled development, informally dubbed “Project X.” The new plans, presented by JVP Management, retained the mixed-use concept with notable changes, including the addition of a large central park surrounded by hotel, multifamily housing, office, and retail spaces. This modernized plan drew inspiration from the successful Legacy West development in nearby Plano, aiming to reinvigorate the site with a fresh, contemporary appeal.

By 2023, zoning for The Mix had been officially sanctioned, with further formalization under a master development agreement between JVP Management and the City of Frisco taking place in October 2024. However, questions about the incomplete underground garage lingered as a point of concern. The renewed project sought to address these issues while striving to deliver a cohesive, integrated development that aligned with Frisco’s broader design aspirations. One of the more prominent challenges in the development process was addressing the notorious incomplete underground garage, with remediation costs estimated at around $150 million. The project’s approach includes negotiated performance-based incentives encouraging gradual reimbursement after meeting specific development milestones, ensuring the project progresses methodically. This strategy aims to maintain financial accountability while steadily transforming the site into a lively, integrated urban enclave in line with the latest urban planning standards.
