The Bristol City Council has given developer PLATFORM_ the green light for a 352-unit Build-to-Rent (BtR) scheme that promises not only to address the city’s pressing need for high-quality rental housing but also to fundamentally reshape a neglected waterfront. As a central pillar of the Frome Gateway Regeneration initiative, this project represents a significant investment in creating a vibrant, accessible, and sustainable new neighborhood.

A Blueprint for Urban Living and Community Integration

At the heart of the approved plan, masterfully crafted by the architectural firm Allford Hall Monaghan Morris (AHMM), lies a profound commitment to enhancing the public realm and fostering community interaction. A key feature of the development is the creation of an expansive new riverside park, a green oasis that will finally grant public access to the banks of the River Frome after generations of exclusion. This initiative is designed to be more than just an aesthetic upgrade; it is a strategic move to reintegrate the river into the daily life of the city. Further bolstering this vision is the planned construction of a new pedestrian bridge, which will span the river to forge vital new connections and significantly improve walkability throughout the area. The design emphasizes a holistic approach to urban greening, with extensive planting, the addition of numerous new trees, and the inclusion of dedicated play areas to create an inviting and inclusive environment. For residents, this connection to nature and community is extended vertically, with two exclusive rooftop terraces providing serene spaces for relaxation and social gatherings, completing a vision of a truly interconnected and thriving riverside neighborhood.

The project directly confronts Bristol’s acute housing shortage, a challenge underscored by the fact that the city currently has only five other operational Build-to-Rent schemes. The development will introduce 352 much-needed homes, offering a diverse mix of studio, one-, two-, and three-bedroom apartments designed to cater to a wide range of household sizes and needs. Beyond simply increasing the housing supply, the project is deeply rooted in a commitment to social value and inclusivity. A significant portion of the development, 20% of the total units, will be designated as affordable housing. These 71 homes will be offered at Local Housing Allowance (LHA) rents, making a tangible contribution to the city’s affordable housing targets and ensuring that the benefits of this regeneration are accessible to a broader segment of the community. Furthermore, the plan sets a new standard for accessibility, with 10% of the apartments meticulously designed to be fully wheelchair accessible. Every apartment is engineered to achieve a minimum Energy Performance Certificate (EPC) rating of B, ensuring high levels of energy efficiency that translate into lower utility costs for residents and a reduced carbon footprint for the building. This focus on environmental performance extends to the non-residential areas of the scheme as well. The commercial and community spaces are targeting a BREEAM Excellent certification, one of the highest accolades for sustainable construction, which assesses a building’s performance across a range of criteria including energy, water, waste, and ecological impact. By integrating these high standards from the outset, the development is not only providing high-quality homes but is also contributing positively to Bristol’s broader environmental goals. This commitment ensures that the new neighborhood will be a model of green urban living, built to be resilient, efficient, and environmentally conscious for decades to come.

The Road Ahead for the Frome Gateway

With planning permission successfully secured, the project advanced into its next critical phases, which required meticulous attention to detail and continued collaboration. The development team worked to finalize the complex Section 106 agreement, a legal framework that obligates the developer to contribute to local community infrastructure and services. Concurrently, given the site’s proximity to the river, specific flood mitigation matters were addressed and resolved to ensure the long-term safety and resilience of the development. As these legal and environmental hurdles were cleared, the project progressed into detailed design work, refining the architectural blueprints into construction-ready plans. This partnership laid the groundwork for the next major milestone: the tendering process for a main contractor, anticipated for the second quarter of the following year, with a target for a Gateway 2 submission by the end of 2026.
