Racing to complete work before the Christmas break, senior congressional appropriators have fleshed out, line item by line item, the details of a sweeping $1.7-billion omnibus spending package that aims to fund federal agencies—including construction and infrastructure programs—through next Sept. 30, the end of the 2023 federal fiscal year.
In the voluminous measure, whose text was released in the early hours of Dec. 20, lawmakers’ allocations for construction accounts include a mix of increases and cuts.
