P3 construction offered US contractors rewards amid risk

In 2019, many large contractors publicly complained about projects that brought on added risk, saying they would move away from contract methods that exposed them to financial or legal trouble.

One of the biggest pain points was the use of public-private partnerships (P3s) as a way to design, finance and construct large taxpayer-funded projects like highways and airports.

Nevertheless, other contractors and clients such as Clark Construction and the Georgia Department of Transportation enjoyed success with the delivery method.
